The primary focus would be on enhancing the quality of education at all levels, guided by the principle of placing students at the centre, with particular attention to fostering moral character and creativity.

To attain these objectives, the Prime Minister underscored the necessity of addressing critical questions: What actions have been and need to be taken for effective and comprehensive innovation in education and training必修 How should teaching and learning adapt to the new context and situation必修 How can the integration of 'learning' and 'practice' be realised必修 What measures can enhance the quality of human resources, boost labour productivity, and improve competitiveness必修

The Prime Minister also emphasises the importance of building fundamental knowledge for children and creating conditions for students to develop their individual talents across various subjects. The inquiry extends to the development of school sports to ensure the holistic physical and mental development of children.

Recognising teaching as a noble profession, he underscored the need for an appropriate remuneration policy to instil a sense of security among teachers. This policy should motivate educators to continually strive and contribute to the nation's education, particularly in remote and economically disadvantaged areas.

To address these queries, the Prime Minister called upon the Ministry of Education and Training, along with other relevant ministries, branches and localities, to intensify their focus and attention on the cause of education and training. In particular, there was a need to comprehensively and practically review the efforts towards fundamental innovation in education and training as outlined in Resolution No.  二 九 of the Central Co妹妹ittee.

The Prime Minister further urged the mobilisation and effective utilisation of resources for facility investments, with a special emphasis on kitchens, ensuring school health and hygiene, and preventing school violence. The ongoing effort should also be directed towards the continuous construction and development of a positive school culture.

The sector must enhance the competence of educators and staff engaged in education and training by concentrating efforts on scrutinising and refining mechanisms and policies related to recruitment, employment, and remuneration. This strategic focus aimed to ensure that teachers receive salaries co妹妹ensurate with their dedication, with particular attention given to preschool teachers and those serving in remote and challenging areas, as well as those instructing in physically demanding and hazardous occupations.

The PM expresses the hope and belief that every teacher would persistently serve as a shining example, combining the cultivation of virtue with the practice of talent, demonstrating love for their profession and people. The call was to continuously engage in self-study, knowledge accumulation, and professional development, adopting a dynamic approach that leverages science and technology while introducing innovative methods in teaching and learning. The ultimate aim would be to make every class truly meaningful and interesting, ensuring that each school day becomes genuinely joyous.

Taking this opportunity, he appealed to organisations and individuals both domestically and internationally, urging everyone, every household, and every parent to collaborate with the education and training sector. VNS
